Japan Registry Services Co., Ltd. (JPRS; Office: Chiyoda-ku, Tokyo; President: Koki Higashida), company carrying out management and administration of .JP top-level domain and operation of the domain name system, has studied the introduction of a new second-level domain "LG.JP" to be used by Electronic Local Governments. Studies have been made in response to a request from the Management Conference of Local Government Wide Area Network (LGWAN) (Chairman: Kunio Shinmen, Deputy Director General Department of Planning and Regional Development, Director of IT Strategic Promotion Office, Okayama Prefectural Government), collective decision-making organization of local authorities, and the Local Authorities Systems Development Center (LASDEC; Office: Chiyoda-ku, Tokyo; Director: Minoru Kobayashi) (*1). On May 31, Japan Network Information Center (JPNIC; Office: Chiyoda-ku, Tokyo; President: Jun Murai) (*2) sent JPRS a letter requesting that decisions regarding introduction of the "LG.JP" should be made through the appropriate procedures as a result of thorough investigations. Responding to this letter, JPRS starts to study the introduction of the new second-level domain. If all investigations come through to reach a decision for introduction, JPRS will set the target date of the introduction before the end of 2002.

Introduction of the new second-level domain "LG.JP" for exclusive use by local authorities was requested based on the agreement reached within the Management Conference of LGWAN. In the implementation of Electronic Government by 2003 planned in the e-Japan Strategy of the Japanese Government, the LG.JP second-level domain is a local government equivalent of "GO.JP", which is for accommodating national government institutions. That is to say, LG.JP will accommodate all local authorities to realize Electronic Local Governments, allowing users (citizens and businesses) to submit applications and notifications over the Internet.

The Management Conference of LGWAN requested JPNIC to introduce the new second-level domain in May 2001 via LASDEC. Investigations on the matter had been carried out in JPNIC since then. Later, on the occasion of transfer of the management and administration of the .JP top-level domain from JPNIC to JPRS in April 2002, that investigation task was succeeded by JPRS.

Under these circumstances, JPRS starts detailed investigations on whether or not to introduce "LG.JP" and how, giving full consideration to benefits which users will receive from the introduction. In conducting investigations, JPRS will discuss rules for introduction and maintenance with the Management Conference of LGWAN and operation-related matters with LASDEC. Investigation results will be brought before the JP Domain Name Advisory Committee for thorough checking of their validity. JPRS will carefully examine the introduction of the new second-level domain from the standpoint of benefits to the Internet community and society as a whole.

As the JP domain registry, JPRS aims to realize an easy-to-use, value-added environment for JP domain names and makes extensive efforts to address the needs of the Internet community.
